A storm is a storm, right? Violent, great and aggressive. But in a teacup? It is not a big container, so when we talk about a storm in a teacup we need to imagine the real size of it - not big, right? This is what it really is about, a lot of commotion over a trivial matter. Silly, as all exaggerations are.
Example:We had a huge fight over the broken glass yesterday, but well, yeah, it was just a storm in a teacup.
